I am at a stand still because there are various options of gifts I would love to buy for my step daughter but I’m stuck for what gift will be really good for her mental and social growth.

Since summer is coming to an end, I’d give the Trikes/Scooter a miss and from personal experience (3 kids of my own) the Electronic Learning Toy was never much of a hit.
I would go with the Gaming Device…they have such a huge selection of games that the kids aren’t bored with it for very long:)
